This site is obviously different from most other animal sites you've seen. It is based farther back in time, at a point where there was still forests unscathed by the human hand. Deep in the depths of the largest forest there is a council; they are headed by the main predatory species in the woods. There is a wolf, a bear, a lynx, and a bird of prey.
Birds have many uses to this world, including messengers for the head of each species. Usually they are small, fast birds, but can also be owls or eagles or hawks. The head of this species can either be a falcon, a hawk, an eagle, or an owl. It is usually either an eagle or a hawk, but there is no official type. Outside of heading a place in the council as one of the top four species, birds also can drop very low. As earlier mentioned they are messengers throughout the council members, usual a small fast bird. The actual bird council member always chooses a sparrow; it is as though it is some kind of secret policy among the greater birds. But again the bird surprises us because it is also one of the strongest species despite the large variations of pride and honor. Since they control the skies, they see much of the activity going on below in the forest. They are sometimes the first to declare war or the first to leap forward and attempt to end it with their truth.
Wolves are the most dominant species aside from the bird; they rule over the ground and all that walk upon it. They can easily overthrow a bird if it lands upon the ground and can easily run off a bear with it's pack. It fears nothing but humans and lynxes' sly tongues, but outside of that no other animal species can touch them. They maintain the order of prey animals and territorial boundaries as well as the population of bears and lynxes. They control the entire forest, just because of their large numbers and large ranges.
Bears are strong on the ground as well, and could easily kill a wolf, lynx, or bird in single combat. But that's the problem; wolves travel in large packs, birds fly far over their heads, and lynxes are smart enough to avoid all other life. Also, the fact that they are fewer in numbers hurts them as well, allowing them to be a bigger target for the wolves' taunts. The council member is usually an older bear, black or grizzly, as so to have an experienced member to deal with the other animals. Bears are treated lowly as if their minds worked slower than the other animals, and they usually stay around the river and avoid the wolves.
The lynxes are the most solitary of all the high species. They avoid the larger animals, and because of this it ranks them lowest on the predatory list. Of course they're strong and have a silver tongue, but they are rarely seen and rarely communicate within their own species, much less another one all together. When the once a month meeting comes around, the lynxes' are known to be late, no matter who the head council member is for their kind. They also tend to be resigned and quiet, only speaking up now and then. But lynxes' are well respected for that, because when they do speak up, they speak the truth and their mind, not hiding anything.
The council itself is made from the highest and most powerful predator animals. The bird, the bear, the wolf, and the lynx. Each species selects its member, thus the council consists of four beings. Each council meeting is held on the full moon of each month, each member carrying news. There are times where the council doesn't meet, or other times where council members are absent. It is allowed, up to five times, for a member to be absent. After that time, they are banished from the council and the species selects a new head. The head remains head of their species until their deaths; then a new one is selected. The council heads usually take up an apprentice after at least four or five years in the council, and will sometimes take them to meetings. The apprentices are bounded by oaths to speak of nothing outside of the meeting, until they are granted full head of the species after their mentor passes on.
